On the fringes of ‘civilized’ space lies a star system just off the major trade routes. The star and its planets are quite unremarkable, and the whole system would be little more than a footnote in an astrological catalogue except for its proximity to nearby trading routes. In this unremarkable star system, around a quite ordinary gas giant, orbits a tiny moon. The moon started as a gas mining outpost, but numerous corporate squabbles left the facilities abandoned and forgotten by the business interests in the sector. This lost mining operation quickly became a hub for free-booting ship captains looking for a place to refuel, repair, trade, and deal with no authorities looking over their shoulders. The astronautical charts call it M32423, but the locals know it as ‘Tortuga’.
